click on "manage program".

then click on "settings" in the "projects" tab or the "participants" tab , then click on "registration".

finally, check the box "Active project submission for this program".

In the participant tab for the registration, you can choose the date of the submission phase. For that, you have to click on "limit the opening of registrations to certain dates"
